Cohere's platform runs entirely on client infrastructure, which solves two problems at once: data sovereignty concerns that keep regulated industries out of public API services, and the ability to guarantee SLAs a shared tenant cannot. The product is narrower than a consumer chatbot and deliberately so.

Enterprise buyers are willing to trade breadth for predictability.

The Data-Residency Story

Models that never leave the customer's cloud, audit logs that reside where regulators expect them, and fine-tuning that improves the customer's own models without touching Cohere's weights — the feature list reads like a checklist of compliance-officer concerns. That is by design.

For banks, insurers, healthcare networks, and government agencies, this is the default shape of acceptable AI.

Early Adopters

Financial services firms have been the most visible early customers, with telecoms and government agencies close behind. The common thread is existing investment in private infrastructure — if your data is already on-premise or in a sovereign cloud, Cohere's model meets you there.

That is a narrower addressable market than the consumer API vendors chase, but it is also a stickier one.
